The invention discloses an elastic base plate with a retaining shoulder and a vibration reduction fastener. The elastic base plate with the retaining shoulder is arranged between an upper base plate of a fastener and a lower base plate of the fastener. The elastic base plate with the retaining shoulder comprises a transverse elastic part, and the transverse elastic part is arranged between a transverse retaining shoulder of the lower base plate and a transverse limiting piece of the upper base plate. By arranging the transverse retaining shoulder structure and a middle rubber pad with the transverse elastic limiting function, unification of the high transverse rigidity and the low vertical rigidity of the fastener is achieved, and the vibration reduction effect and the transverse stabilityof the fastener are improved.
