The rotary jet grouting system comprises a drilling machine, an air compressor (8) and a high-pressure guniting pump (7), the air compressor (8) and the high-pressure guniting pump (7) respectively communicate with an internal pipeline of a drill rod (6) of the drilling machine through a high-pressure air pipeline (5) and a guniting pipeline (4), the tail end of the drill rod (6) is connected with a rotary drill bit (11), coal discharging devices are arranged on the periphery of the rotary drill bit and used for guiding out coal briquettes crushed by the drill bit, and a guniting opening is formed in the internal pipeline of the drill rod (6). The invention further provides an impact tendency coal seam anti-impact drilling machine rotary jet grouting method. A consolidation material layer is formed in the drilled coal wall, so that pressure relief, drilling and pore-forming support integration is achieved, the construction time is shortened, and the safety of coal mine construction is improved.
