The invention relates to early-strength and low-shrinkage concrete containing waste stone powder and a preparation method thereof. The concrete comprises the waste stone powder, cement, water, river sand, gravels and a water reducing agent. The mass ratio of the waste stone powder to the cement is 25-60%; the mass ratio of the waste stone powder to the river sand is 20-40%; and the mass ratio (w/c) of water to ash in the concrete is 0.25-0.65. The waste stone powder, the cement, the water, the river sand and the gravels are poured into a stirrer to be stirred, and the water reducing agent is doped in the stirring process until the mixture is uniformly stirred, so as to obtain the early-strength and low-shrinkage concrete containing the waste stone powder. Compared with the prior art, the cost is reduced, the mechanical property and the volume stability of the concrete are improved, and meanwhile the problems of occupied area stacking of waste stone powder and environmental pollution are solved.
