A disclosed water-based asphalt paving device for highway engineering comprises a movable vehicle body, a stirring tank is fixedly connected to the upper end of the movable vehicle body, a feeding binis arranged at the position, corresponding to the stirring tank, of the upper portion of the movable vehicle body, a plurality of supporting columns are fixedly connected to the four corners of the lower end of the feeding bin, and the supporting columns are fixedly connected with the movable vehicle body; a motor is arranged on the upper side of the stirring tank, a first rotating shaft is fixedly connected to one side of an output shaft of the motor, and spirally-distributed stirring blades are welded to the outer side of a first rotating shaft and located on the inner side of the stirringtank; and a pushing mechanism is arranged on the upper side of the moving vehicle body and is in transmission connection with the motor. When the paving device is used, the motor drives the first rotating shaft and the stirring blades to rotate, raw materials are stirred, uneven mixing of the raw materials is prevented, and the materials falling into a discharging bin from the stirring tank are pushed to the road surface through mutual cooperation of all components in a discharging mechanism, anticlockwise rotation of the first discharging shaft on the left side and clockwise rotation of a second discharging shaft on the right side.
