A rotating motor is fixedly mounted at the top of the U-shaped frame, a first rotating rod is fixedly mounted on an output shaft of the rotating motor, the bottom end of the first rotating rod extends into the storage barrel and is fixedly provided with a stirring rod, a second rotating rod is rotatably mounted on the inner wall of the top of the U-shaped frame, and the bottom end of the second rotating rod is rotatably mounted on the base; and belt wheels are fixedly mounted on the first rotating rod and the second rotating rod. The device is reasonable in design, water-based asphalt can be conveniently stirred, caking of the water-based asphalt can be prevented, accumulation caused by excessive discharging amount of the water-based asphalt is prevented, and the water-based asphalt can be conveniently flattened through up-and-down reciprocating movement of the pressing plate.
