According to the device, though utilization of the installed winding motor, winding rods, rotating rods and stretcher, movement of the generator bodies is facilitated, so that the generator bodies are located above the sea level; maintenance of the generator bodies or cleaning of residual marine substances on a power generation propeller is facilitated, maintenance of the generator bodies is facilitated, the rotating speed of the power generation propeller is increased, meanwhile, the damage rate of the device is reduced, and the power generation efficiency of the device is improved.
