The invention provides an anti-permeability reinforced grouting material for fractured rock mass under a flowing water condition and a slurry production method. The anti-permeability reinforced grouting material comprises sulphoaluminate cement, metakaolin, mineral powder, fly ash and a plastic expanding agent. According to the invention, the effect that metakaolin in the anti-permeability reinforced grouting material consumes large-grain crystal products like calcium hydroxide is utilized to generate finer gel products; meanwhile, the mineral powder and fly ash have a micro-powder "filling effect", so that pores in the structure of the stone body after slurry hardening are reduced, the structure is compact, the strength of the stone body is improved, and the impermeability of the stone body is improved. The raw materials are easy to purchase, the cost is low, the mortar mixing ratio is simple, the slurry production method is simple and convenient, the impermeability is high, and the stone strength is high.
