The composite anti-permeability agent comprises lithium silicate, condensed silica gel, sulphoaluminate micro powder and polyvinyl chloride short fibers. After the composite anti-seepage agent is added into the sleeve grouting material, the anti-seepage performance of the sleeve grouting material mixed with water can be obviously improved, after the sleeve grouting material is hardened with water, the composite anti-seepage agent and water in micro-cracks can form a crystalline compound, the water is effectively prevented from entering the sleeve grouting material, the micro-cracks are automatically repaired, and the crystallization anti-seepage effect is achieved.
