The invention also provides a composite rubber asphalt mixture prepared from the composite rubber asphalt and aggregate. In addition, the invention further provides a high-crack-resistance and high-rut-resistance three-layer rubber asphalt pavement structure containing themixture. The pavement structure comprises a tight skeleton embedded and extruded type rubber asphalt concrete upper surface layer, a thick skeleton embedded and extruded type rubber asphalt concretemiddle surface layer and an anti-segregation embedded and extruded skeleton extruded type rubber asphalt lower surface layer which are sequentially laid from top to bottom. According to the pavement structure, the fatigue deformation resistance, crack resistance, rut resistance and other properties of the pavement can be comprehensively improved, a series of problems of pavement reflection cracksand the like caused by fatigue cracking of surface layer aging and cracking of a base layer are solved in a targeted mode, the increasingly-increased environmental and economic pressure of waste tirescan be relieved, and the resource consumption and the construction and maintenance cost of the whole life cycle of the pavement are greatly reduced.
