The invention relates to the field of outer wall construction, and particularly discloses a construction method of an outer wall with heat insulation and heat preservation functions. The constructionmethod comprises the following steps that S1, a layer of heat preservation coating is uniformly sprayed on the outer surface of a wallboard body, and a heat preservation wallboard is obtained after the heat preservation coating is cured; S2, the heat preservation wallboard is inserted into a wallboard fixing mechanism, and a heat preservation unit is obtained; and S3, the heat preservation unit isanchored on an outer wall body of a building. The wallboard fixing mechanism comprises a transparent positioning plate, and a mounting groove is formed in the transparent positioning plate so as to mount the heat preservation wallboard. The transparent positioning plate is provided with elastic positioning pieces for limiting the heat preservation wallboard in the transparent positioning plate. Due to the fact that the heat preservation wallboard is fixed in the transparent positioning plate, even if the heat preservation wallboard is used for a long time and the heat preservation coating ofthe heat preservation wallboard falls off, the falling-off heat preservation coating can be received by the transparent positioning plate, in other words, the falling-off heat preservation coating cannot directly fall off from the air, and therefore the safety performance of the outer wall with the heat insulation and heat preservation functions is improved.
