The invention discloses a flood control device and a flood control method. The flood control device is arranged on an embankment and comprises a flood control siding wall, a buoyancy device and a connecting arm, wherein the embankment comprises a containing groove, and the flood control siding wall is movably arranged in the containing groove; the buoyancy device is arranged on the side, which faces the water body, of the embankment, and the flood control siding wall is connected with the buoyancy device through the connecting arm; and the buoyancy device is used for driving the flood controlsiding wall to move up and down in the containing groove under the action of buoyancy, so that the flood control siding wall is contained in the embankment or protrudes from the surface of the embankment. When the flood control device is used, the flood control siding wall can automatically ascend and descend under the action of the buoyancy device, on one hand, the ascending and descending of theflood control siding wall can meet the actual flood control requirement, on the other hand, the flood control device is simple in structure, the transmission mode of the flood control device is simple and easy to achieve, and complex water flow channels can be prevented from being formed in the embankment, so that the construction amount of the embankment can be reduced.
