The invention relates to the technical field of offshore pile sinking, in particular to an offshore pile sinking construction method for a concrete tubular pile. The method includes the steps that pile sinking equipment is prepared, specifically, a pile driving barge, a high-precision theodolite, a level gauge, a pile gripper, a concrete pipe pile, a concrete sprayer, a diesel pile hammer and a high-pressure pipeline are prepared; and the high-precision theodolite, the level gauge, the pile gripper, the concrete pipe pile, the concrete sprayer, an external anti-buffer pipe, a negative pressurecylinder, the diesel pile hammer and the high-pressure pipeline are arranged and then placed at corresponding positions on the pile driving barge. The whole scheme enables the column sinking processof the concrete tubular column to be more convenient to operate, and the stability of the installed concrete tubular column is higher, and in addition, the concrete tubular column can be mounted moreconveniently.
