The method comprises the following steps: ventilating and cleaning the oil tank, forming a temporary feeding hole, installing a transportation platform in a temporary channel, jacking the oil tank, cutting the bottom of the oil tank, replacing an asphalt sand cushion layer, conveying a new sand cushion layermaterial, conveying asphalt sand, conducting centering operation on the tank bottom, carrying out typesetting processing on the tank bottom outside a cave depot, conveying a middle plate, side platesand arc-shaped plates into the oil tank through the transportation platform, welding the middle plate, the side plates and the arc-shaped plates into a whole to form a new tank bottom, and welding thenew tank bottom and the side wall of the oil tank together to complete bottom changing construction of the oil tank. According to the method, the conveying efficiency is improved, the temperature requirement of asphalt sand cushion layer construction is guaranteed, the bottom plate can be manufactured to be larger, the length of a bottom plate weld joint is greatly reduced, the construction efficiency is improved, and deformation during welding is reduced.
