The invention discloses garbage self-cleaning device and method for water conservancy and hydropower engineering. The garbage self-cleaning device comprises an embankment and a mounting box, fixing rods are symmetrically and fixedly connected to the outer side wall of the mounting box, the tail ends of the fixing rods are fixedly connected with the outer side wall of the embankment, collecting cavities are formed in the embankment, cover plates are rotatably connected to the outer side wall of the embankment, feeding grooves are symmetrically formed in the outer side wall of the mounting box,positioning rods are symmetrically and fixedly connected to the inner side wall of the mounting box, mounting shells are fixedly connected to the tail ends of the positioning rods, and the positioningrods are conveyed into the collecting cavities through spiral conveying rods. The spiral conveying rods convey garbage and water into the collecting cavities, and the water is discharged back to a river through a drain pipe, so that automatic collection of the garbage is achieved, the garbage in the collecting cavities can be transported and cleaned by rotating the cover plates, and therefore full-automatic cleaning of the garbage is achieved, manual collection is not needed, manpower is saved, cleaning coverage area is large, and cleaning efficiency is high.
