The invention belongs to the technical field of suspended garbage treatment, and particularly relates to a garbage cleaning device for water conservancy and hydropower engineering and a using method of the garbage cleaning device. The device is reasonable in structural design and is mainly composed of a supporting frame, a connecting plate, a guide plate, a first impeller, an outer conveying assembly, a second impeller, an inner cleaning assembly, a side protection plate and a scraping plate, a first guide-in opening and a second guide-in opening are formed in the supporting frame through the guide plate, and when water flows into the first guide-in opening, the water flows into the second guide-in opening; the first impeller can drive the outer conveying assembly to move circularly, and then intercepted suspended garbage is transferred and collected to a designated area. When water flows into a second guide-in opening, the inner cleaning assembly can be driven by a second impeller to move circularly, the inner cleaning assembly can conduct anti-blocking cleaning on the outer conveying assembly, the drainage capacity of the outer conveying assembly is guaranteed, and automatic garbage cleaning is achieved on the basis of no energy consumption assembly through the mode; and meanwhile, the device is suitable for being used as a modular unit for batch production.
