The invention relates to the technical field of concrete, in particular to mineral powder-based steel slag compact concrete which at least comprises the following components in parts by weight: 0.7-2part of Portland cement, 10-13 parts of mineral powder; 10-16 parts of fine steel slag; 40-50 parts of crude steel slag; 0.4-0.8 part of anhydrite ground powder; 0.0555-0.316 part of s10 polycarboxylate superplasticizer; 5-8 parts of yellow sand; 10-16, a reclaimed material; and 4.44-7.9 parts of water, wherein the particle size of the fine steel slag is 0-0.8 mm, and the particle size of the yellow sand is 0.25 mm and 0.5 mm. The maximum cement replacing amount of the mineral powder can reach 94%, the using requirement is still met, and the cost can be saved.
