The invention provides a high-low tower cable-stayed bridge closure center line deviation adjusting device which comprises two traction pipes, two traction ropes and two traction power devices, the middles of the two traction pipes are hinged to form an X-shaped structure, and in the X-shaped structure, the traction pipe end on one side is fixed to two steel box girders; one end of each of the twotraction ropes is wound and fixed with the traction pipe end on the other side in the X-shaped structure; the two traction power devices are connected with the other end of each of the two traction ropes, located on the outer side of the X-shaped structure and fixed to the two steel box girders, and the traction power devices pull the two steel box girders through the traction ropes so as to be aligned with the center lines of the two steel box girders. The invention further correspondingly provides an implementation method of the device. Deviation rectification is conducted after the centerlines of the two sides of the closure opening deviate, the traction devices at the two ends are started at the same time till the center lines of the steel box girders at the two cantilever ends of the closure opening are aligned, and after traction alignment, steel plates are welded to the free ends of the stiff frameworks on the two sides of the closure opening to complete framework overall locking.
