A sliding groove is formed in the lower side of the base plate. A first sliding block is slidably connected into the sliding groove. Two vertical plates are fixedly connected to the lower side of the base plate. A first lead screw is rotatably connected betweenthe two vertical plates. A first motor used for controlling the first lead screw to rotate is installed on one side of one vertical plate. A first threaded hole is formed in one side of the first sliding block. The first lead screw is in threaded connection with the interior of the first threaded hole. A fixing shaft is fixedly connected to one side of the other vertical plate. Two shaft sleeves are rotatably connected to the fixing shaft, and each shaft sleeve is fixedly connected with an opening and closing plate. A connecting rod is hinged between each opening and closing plate and the first sliding block. The upper side of the base plate is fixedly connected with a cutting device. The waterproof layer laying device of the civil building can be comprehensively pressed in the pressing process, so that a gap is not likely to exist between a waterproof roll and a wall body or a wall top, the pressing effect is good, and the waterproof effect can be improved.
