According to the method, different plugging schemes are designed by investigating and observing the confluence pollution degree of each intercepting well, then the reasonable flow limiting combination is operated for a certain period of time, different operation conditions are obtained, finally the optimal condition is obtained, the highest working condition of continuous multi-day average values of sewage plant detection indexes (cod value, ammonia nitrogen value and total phosphorus value) is taken as the optimal working condition, and under the condition that the treatment capacity is not changed, the higher the concentration value of the treated intercepted sewage is, theless the overflow pollution of an intercepting system is, the higher the treatment efficiency of a sewage treatment plant is, the better the emission reduction effect is, and the higher the environmental benefit is.
