The invention provides a preparation method of an energy-saving thermal insulation concrete, which is completed by cooperation of a bottom frame, a mincing device, a sliding frame, a chopping device,an electric sliding block, a sliding plate, a pressing device and two linkage devices, and can solve the problems that in the cutting process of long fibers, long fibers are usually put into a workingcylinder in a traditional chopping mode, the long fibers in the cylinder are smashed in an axial rotation mode, but in the whole smashing process, due to the fact that the long fibers are placed at will, the long fibers are difficult to cut off comprehensively, a small amount of the long fibers do not make contact with one another or are not cut off completely in the cutting process, and meanwhile due to the fact that the length of the long fibers is large, part of the long fiber yarns are wound on existing smashing equipment before being cut off, work of the existing smashing equipment is easily affected while the long fiber yarns are not cut off, and the long fiber yarns and the existing smashing equipment are difficult to separate in the later period.
