A melting auxiliary material proportioning device in the electroplating sludge melting smelting system comprises a material storage pit, discharging bins and a metering scale I. A plurality of auxiliary material storage positions and a fuel storage position are arranged in the material storage pit. Materials in all the auxiliary material storage positions and the fuel storage position are conveyed into the discharging bins corresponding tothe auxiliary material storage positions and the fuel storage position correspondingly, so that the material mixture and the fuel are conveyed into a feeding device in sequence and laid in a melting furnace in a layered mode in sequence. The bottom of a hearth of the melting furnace is connected with a copper ingot cooling bin, and the upper end of the hearth is connected with a high-pressure water slag catching device. According to the electroplating sludge melting smelting system and method, the material mixture and the fuel are sequentially and automatically laid in the melting furnace in alayered manner, so that the material distribution is more uniform, melting combustion is more sufficient, and the recovered alloy quality is better; and the upper-layer furnace slag obtained by melting is subjected to water quenching through circulating high-pressure water, the cooling effect on the furnace slag is good, and the recovery efficiency is higher.
