The invention relates to the technical field of building construction, and particularly relates to a foldable and telescopic construction ladder for building construction. The foldable and telescopicconstruction ladder comprises a transmission device and a telescopic folding mechanism mounted at one side end of the transmission device, wherein the telescopic folding mechanism at least comprises alower folding device, a middle folding device and a top bearing device; the lower folding device comprises a bottom plate, a first position plate and a second position plate; the middle folding device comprises a middle plate, a first folding plate and a second folding plate, wherein the middle plate, the first folding plate and the second folding plate are arranged in a vertically symmetrical mode; the side ends of the first folding plate and the second folding plate are movably connected with the surface of the middle plate; the top bearing device comprises a top bin; and a rectangular structure with an opening facing the upper right is arranged in the top bin.
