The invention discloses a soft soil foundation treatment system and a soft soil foundation treatment method. The soft soil foundation treatment system comprises a sealing film, a supercharging deviceand a vacuum device, wherein the supercharging device comprises a prefabricated pipe pile and a high-pressure air source, and a first through hole is formed in the side wall of the prefabricated pipepile; and the vacuum device comprises a drainage part and a vacuum extractor, a drainage cavity and a second through hole are formed in the drainage part, the vacuum extractor is used for vacuumizingthe drainage part, and the drainage part and the prefabricated pipe pile are arranged at an interval. High-pressure air is input into the prefabricated pipe pile by the high-pressure air source, so that the high-pressure air enters a soft soil foundation through the first through hole, and pressurization treatment is performed on the surrounding soft soil foundation; the vacuum extractor is used for vacuumizing the drainage part, so that vacuumizing treatment is performed on the surrounding soft soil foundation through the second through hole; and pressurizing and vacuumizing combined treatment is performed, so that water in the soft soil foundation enters the drainage part through the second through hole under the action of pressure difference so as to be further drained, and the drainageconsolidation effect is increased.
