The method is characterized by comprising the following steps that step (1) a bottom die is erected, reinforcing steel bars and stirrups of an inclined cylinder are bound, and the inclined cylinder is fixed througha chain block after binding is completed; step (2) a formwork (1) is installed and corrected, a plurality of column hoops (2) are arranged on the outer edge of the formwork (1) in the length directionat intervals, and a steel pipe supporting frame is arranged at the outer side of the formwork (1); step (3) concrete is poured into the formwork (1); step (4), after the concrete reaches the designated strength, the inclined cylinder formwork (1) and the bottom die are dismantled and jacked back; and step (5), the supporting and the jacking back of the inclined cylinder are dismantled, and inclined cylinder construction is completed.
