A water storage tank is arranged at one side of the upper end of the supporting plate, the water storage tank is embedded in the supporting plate, a support is arranged on the other side of the upper end of the supporting plate, the support is weldedto the supporting plate, and a solar panel is arranged at the top end of the support; and a valve is arranged in the middle of one side wall of the supporting plate, and the case is arranged in the middle of the upper end of the other side wall of the supporting plate. The house building energy-saving and environment-friendly device has the beneficial effects that by arranging a mounting plate, the supporting plate can be conveniently fixed to a house handrail, and the house space can be saved; by arranging the solar panel, electric energy can be supplemented to a power source in time, normaluse of a lamp tube can be guaranteed, and plants in a flowerpot can be conveniently managed; and by arranging the water storage tank, the valve, a water pipe, a connecting pipe and a watering box, rainwater can be used for irrigation, and water can be saved.
