The invention discloses a guiding-enhanced barrel-shaped foundation penetration test model device and method. The device comprises a test system, a water supply system and a negative pressure adjusting system. The test system comprises a mounting top cover, a foundation guide device, a model box and a barrel-shaped foundation. Due to the design of the mounting top cover, the number of cylinder walls is reduced, and energy consumption is reduced; the foundation guide device ensures that an offshore type barrel-shaped foundation model is maintained vertical in the penetration process, and test errors are avoided; saturated soil is prepared in the model box by adopting an underwater throwing and filling method, the operation is simple, and the marine soil layer precipitation process is effectively simulated; inverted filter geotextile is arranged at a water inlet valve port, so that the water inlet pressure can be reduced, and water surface fluctuation is reduced; a perforated bottom plate of a L-shaped wave absorbing plate can weaken the scouring effect of water flow on a soil layer in the test water adding process, and a perforated side wall can eliminate water waves generated in the water adding process of a water inlet valve; and the device and method can be used for simulating mounting and penetration process of the offshore type barrel-shaped foundation in a marine environment, and perfecting an excavation-free design calculation method and related construction technologies.
