The method comprises the following steps: S1, putting a recycled aggregate raw material into a raw aggregate feeding hopper (203), and adding Portland cement, slag and a thickening agent into a feeding box(302); S2, starting a servo motor (2041) and a high-speed motor (210), and feeding the recycled aggregate raw material in the raw aggregate feeding hopper (203) into a coarse aggregate crushing box (202) at a constant speed for crushing treatment; S3, simultaneously starting a second auger feeding machine (301) and a first auger feeding machine (4) to discharge all the raw material components into a mixing barrel (101) after a certain amount of fine aggregate is collected in a fine aggregate collecting box (201), simultaneously starting a water suction pump (116) to add a proper amount of water into the mixing barrel (101), and then starting a stirring motor (107); and S4, after the stirring motor (107) carries out stirring for 15-20 min, turning off the stirring motor (107), and pullingout a baffle plate (104), so that the recycled fine aggregate high-strength self-compacting concrete is obtained.
