The invention provides an ice breaking and wave absorbing device for an offshore wind turbine pile foundation. The ice breaking and wave absorbing device comprises a plurality of special-shaped structures fixed on the surface of an original pile foundation, each special-shaped structure comprises an upper part and a lower part, the upper part comprises two triangular plates which are arranged in abilateral symmetry mode, the edges A of the triangular plates are attached to and fixedly connected with the surface of the pile type foundation, the edges B of the triangular plates are perpendicular to the axis of the pile type foundation, the plane where the triangular plates are located obliquely intersects with the tangent plane, at the edges A, of the pile type foundation, and the edges C of the two triangular plates on the upper part coincide; and the upper part and the lower part are of a symmetrical structure with the horizontal plane where the edge B is located as the symmetrical plane. A plurality of wave absorbing holes distributed in an array mode are formed in each triangular plate. According to the ice breaking and wave absorbing device, the formation of local continuous ice pressure in the action process of sea ice and the pile foundation can be effectively avoided, and the wave absorbing holes can carry out wave absorbing treatment on waves from all directions, so that the impact load of the waves on the foundation is effectively reduced.
