The invention provides an icebreaking and wave absorbing combined device for an offshore wind turbine pile foundation. The icebreaking and wave absorbing combined device comprises an icebreaking conefixed to the surface of an original pile foundation, a plurality of special-shaped structures are arranged on the icebreaking cone, each special-shaped structure comprises an upper part and a lower part which are symmetrically arranged by taking a symmetrical plane as the symmetry plane, the upper part is formed by obliquely splicing two triangular plates which are symmetrically arranged left andright, and a plurality of wave absorbing holes which are distributed in an array mode are formed in the triangular plates. The icebreaking and wave absorbing combined device for the offshore wind turbine pile foundation can effectively avoid formation of local continuous ice pressure in the action process of sea ice and the icebreaking cone, after the sea ice makes contact with the special-shapedstructures and is broken, the sea ice can continuously climb along the cone to form secondary broken ice, and the broken ice cannot be massively accumulated.
