The composite rock wool reinforcing plate comprises a rock wool plate, a heat insulation layer is embedded in the rock wool plate, reinforcing steel bars are fixed to the contact face of the rock wool plate and a wall, each reinforcing steel bar comprises an inner shaft and an outer pipe, the outer pipes sleeve the corresponding inner shafts, adhesive bags are arranged in the inner shafts, puncture protrusions and through holes are formed in the inner walls of the outer pipes, and the puncture protrusions correspond to the adhesive bags. According to the composite rock wool reinforcing plate and the preparation method thereof, the heat insulation layer is embedded in the existing rock wool plate, so that the use amount of production raw materials is reduced, and meanwhile, the heat insulation performance is improved; and in addition, rigid foam polyurethane and rock wool are compounded together, and experiments show that the rock wool material added with the rigid foam polyurethane can greatly reduce the K value of the heat transfer coefficient of the outer wall, and meets the technical indexes of ultralow-energy-consumption buildings.
