The invention provides a structure and a method for reducing the floor height of a basement by adopting wide flat beam arrangement. The basement comprises a plurality of large plates, long span beams,short span beams and supporting stand columns, wherein the basement is provided with large-size pipelines, and the large-size pipelines are arranged below the large plates in the long span directionof the large plates; the short span beams above the large-size pipelines are wide flat beams, and the width of the wide flat beams is larger than that of the supporting stand columns; the short span beams above the large-size pipelines are all wide flat beams or wide flat beams arranged at intervals of one span or a plurality of spans; and installation spaces for the large-size pipelines are arranged between the plate bottoms of the large plates and the beam bottoms of the wide flat beams, and the tops of the large-size pipelines are attached to the beam bottoms of the wide flat beams.
