The invention discloses a prefabricated water-permeable and water-retaining curbstone and a water-permeable and water-retaining pavement structure, the curbstone is a water-permeable concrete member, the prefabricated water-permeable and water-retaining curbstone comprises a base part used for being buried in the pavement structure and a water-retaining part connected to the upper part of the base part, and the water-retaining part is provided with a water guide through hole; the water-permeable concrete member comprises cement, coarse aggregate, a reinforcing agent and water, the water cement ratio of the water-permeable concrete member is 0.28, and the mass of the reinforcing agent is 1.5% of the mass of the coarse aggregate. According to the invention, the problem of slope collapse caused by the fact that a large amount of rainwater accumulated on the road surface quickly washes the slope during rainstorm in summer of the traditional road is solved.
