The device comprises a bottom plate, fixing blocks and side plates, the upper portion of the bottom plate is connected with a bearing plate through elastic columns, the front side and the rear side of the bearing plate are connected with one end of inclined plates, the other end of the inclined plates is connected with the bottom plate, a center block is arranged in the center of the bottom plate, and second lead screws are symmetrically arranged on the two sides of the center block and connected with a third motor, a top plate is arranged on the top end of the side plates, a protection block is arranged at the upper end of the transverse plate, an output shaft of the first motor is connected with a first lead screw at the upper end of the protection block, the upper end of the first lead screw penetrates through second sliding blocks to be rotationally connected with the bottom of the top plate, and the second sliding blocks on the two sides are connected through a height limiting plate. The device overcomes the defects in the prior art, can adjust the height limiting height according to actual requirements, can adjust one-way or two-way traffic control of a road, and is convenient to use and high in safety.
