The construction method comprises the steps that a steel tube pile is placed at a preset position of a river bed surface, and the steel tube pile is inserted downwards from the top of the steel tube pile until the steel tube pile cannot sink; impact pore forming is conducted in the steel tube pile; the steel tube pile continues to be inserted until the steel tube pile cannot sink; impact pore forming and insertion of the steel tube pile are conducted alternately until the bottom end of the steel tube pile reaches the designed depth; and concrete is poured into the steel tube pile.
