The invention discloses a ground grooving mechanism and a cable laying device. The ground grooving mechanism comprises a machine frame, a grooving assembly and a compaction assembly, wherein the grooving assembly is installed at the bottom of the machine frame and used for forming a groove in the ground; and the compaction assembly is installed at the bottom of the machine frame and comprises an installation frame which is fixedly installed at the bottom of the machine frame, a crankshaft is rotationally installed inside the installation frame, a connecting rod is rotationally installed at the journal position of the crankshaft, a rammer is hinged to the lower end of the connecting rod, penetrates through the bottom of the installation frame and is connected with the installation frame in a sliding mode, and a pressing plate is installed at the lower end of the rammer. When grooving operation needs to be carried out, a driving assembly is started, the grooving assembly is driven to work, grooving is conducted on the ground through the grooving assembly, workers can conveniently embed a cable, cable unwinding operation is carried out through a cable unwinding assembly, the unwound cable is laid in a groove formed by the grooving assembly, and the cable is synchronously and tightly pressed into the groove through the compacting assembly so that the cable can make close contact with the inner wall of the groove.
