The invention discloses a handle having the consistent hand feeling and a lock. The handle comprises a handle base, a driving shaft and a hand lever; the handle base comprises a fixed seat and a rotating seat, and the rotating seat and the fixed seat are rotationally positioned through an elastic smooth positioning mechanism; the elastic smooth positioning mechanism comprises smooth clamping pieces, elastic pieces and at least two clamping concave parts matched with the clamping pieces for positioning; the fixed seat is fixedly connected with a window sash frame through connecting rods, and penetrating structures allowing the connecting rods to penetrate through are arranged in the positions, between the two clamping concave parts, of the handle base; and the handle further comprises filling parts which are used for filling and leveling up the penetrating structures after the connecting rods penetrate through the penetrating structures. According to the handle having the consistent hand feeling and the lock, the filling parts are arranged, and the penetrating structures are filled and leveled up through the filling parts after the connecting rods are installed, so that the elastic smooth positioning mechanism can stably rotate, the clamping pieces cannot be clamped into the penetrating structures, the consistency of the hand feeling is guaranteed, and the user experience is improved.
