The invention discloses a river-lake communication method for guaranteeing multiple functions of urban rivers and lakes through water level control. The river-lake communication method comprises the following steps of setting a river-lake communication channel, setting an urban lake daily landscape water level and dead water level, and setting an urban main inland river daily landscape water level and flood control and drainage low water level; and the water level difference between the urban inland river and the lake is controlled to be adjusted to achieve flexible flowing of water between the urban inland river and the lake. In daily or dry seasons, the polluted water and pollutants in the urban inland rivers are effectively prevented from entering the urban lakes, the water quality safety of the urban lakes is guaranteed, meanwhile, the normal pollutant containing and discharging functions of the urban inland rivers are guaranteed, the urban inland rivers are replenished with the water through the water resource effect of the urban lakes, the power of river water in a city is effectively improved, the water ecological environment condition of the river water is improved, lake water is synchronously driven to flow, in the rainstorm flood period, the stagnant flood storage function of the urban lakes is effectively played, and the flood prevention and drainage defense capacity of cities is enhanced.
