The invention discloses a river and lake limited communication method for guaranteeing the water quality safety of an urban lake. The river and lake limited communication method comprises the following steps of involving urban lakes, an urban lake inlet inland river, an urban lake outlet inland river, an intercepting gate and a drainage pipeline, arranging the intercepting gate at the tail end of the urban lake, arranging the drainage pipeline between the urban lake inlet inland river and an urban lake outlet inland river and around the shoreline of the urban lake, closing the intercepting gate in the absence of rainfall or in the initial stage of rainfall, so that enabling initial rainwater to cross the urban lake through the drainage pipeline and to be drained into the urban inland river and to be prevented from entering the urban lake, and guarantee water quality safety of the urban lake; when gradually increasing flood water in the middle and later periods of rainfall or in the upstream of the urban lake inlet inland river, opening the intercepting gate, enabling the flood water to enter the urban lakes, playing the role of the stagnant flood storage function of the urban lakes, and improving the urban flood disaster defense capacity.
