According to the device, when the water level rises, a shore protection plate can be automatically lifted, water flow is prevented from rushing to the shore to injure shore personnel and buildings, meanwhile, when the water level rises to a certain height, a water gate is automatically opened, and meanwhile, the opening and closing degree of the water gate is automatically adjusted according to the water level height, and therefore the rate of flood discharge is adjusted; and when the gate is opened, the magnitude of reverse thrust on the gate is automatically adjusted through the protection plate according to the flow speed of water flowing out of the gate, and therefore the effects of protecting the gate and preventing a gate panel from inclining are achieved.
