The invention discloses a large-deformation reinforcing structure for a road shoulder sheet-pile wall and a construction method, aiming at effectively controlling the deformation of a reinforcing pile, and being convenient to construct and good in economical efficiency. The structure comprises existing reinforcing piles, embankment filling bodies and existing breast boards, wherein the existing reinforcing piles are arranged at intervals in the line direction, the lower portions of the existing reinforcing piles are buried in a foundation, the existing breast boards are arranged between the adjacent existing reinforcing piles, and the embankment filling bodies are filled on the portions, on the inner sides of the existing reinforcing piles and the existing breast boards, of the foundation in a layered mode. Reinforced concrete stress beams abutting against the existing reinforcing piles are arranged on the foundation on the outer sides of the existing reinforcing piles, supporting bodies are filled in gaps between the rear walls of the reinforced concrete stress beams and the front walls of the existing breast boards between the adjacent existing reinforcing piles, and reinforcing anchor cables with the axes inclining downwards are transversely arranged between the reinforcing piles at intervals. The inner end of the reinforcing anchor cable penetrates through the supporting body and the soil retaining plate to be anchored in the foundation, and the outer end of the reinforcing anchor cable is anchored on the reinforced concrete stress beam after prestress is applied.
