The invention discloses low-cost high-performance fully-recycled aggregate mortar and a preparation method thereof. The fully-recycled aggregate mortar is prepared from the following raw materials: cement, recycled brick fine aggregate, recycled concrete fine aggregate, waste rubber particles and water. The percentage contents of the cement, the recycled brick fine aggregate, the recycled concrete fine aggregate and the waste rubber particles in the total solid mass are: cement 16%-25%, recycled brick fine aggregate 14%-17%, recycled concrete fine aggregate 57%-65%, waste rubber particles 1%-3%. The water accounts for 60%-130% of the amount of the cement. The used fine aggregate is obtained by crushing and screening waste bricks, waste concrete and waste rubber, the technical performance of the recycled mortar is improved by utilizing the characteristics of the aggregate, the problems of poor flowability, poor durability and the like of the traditional recycled mortar are solved, efficient resource utilization of solid wastes is realized, and the environmental and economic benefits are remarkable.
