The invention discloses a water taking facility for a shallow section of a riverbed bottom bearing stratum and a construction method. The water taking facility comprises a water taking head part, a steel box foundation and a seamless steel pipe for connecting the steel box foundation and a rock layer at the lower part of the riverbed, wherein the steel box foundation is formed by enclosing two vertical side plates arranged in the direction perpendicular to the water flow direction and two arc-shaped side plates protruding outwards in the water flow direction, concrete is poured into the steel box foundation, the water taking head is installed at the top end of the steel box foundation, and a water diversion steel pipe is arranged on the water taking head. Steel plates on the outer side of the steel box foundation are used as construction formworks and pier foundations for permanent safe storage, and keel stand columns on the inner side of the steel box foundation are used as pier foundation permanent vertical stress parts. The steel box foundation is completed on a shore and only needs to be consigned by a large hoisting ship during hoisting, so that the construction cost is low, the time of occupying a river channel is short, and the environmental pollution is small.
