The invention discloses a flexible inclinometer integrating inclination measurement and torsion measurement. The flexible inclinometer comprises a first steel pipe, a second steel pipe and a third steel pipe which are installed in an inclination measurement pipe, wherein a plurality of grooves are formed in the inner wall of the inclination measurement pipe; the bottom end of the first steel pipe is connected with the third steel pipe; the bottom end of the third steel pipe is connected with a high-pressure oil pipe; the bottom end of the high-pressure oil pipe is connected with the second steel pipe; a nut is arranged at the top end of the first steel pipe; a lead screw is arranged on the nut; a lower pressing ring penetrates through the top of the lead screw; the part, penetrating through the lower pressing ring, of the top of the lead screw is sleeved with a first bearing plate; a screw is arranged at the top end of the lead screw; the top of the lower pressing ring is connected with a lower pressing cover; a directional wheel set is arranged on one side wall of the steel pipe; a guide wheel set is arranged at the bottom end of the second steel pipe; a plug is arranged at the bottom of the guide wheel set; and the two sides of the directional wheel set and the two sides of the guide wheel set are installed in the grooves in a sliding mode. Torsion can be corrected in the using process, the precision of data measured by the inclinometer is improved, errors are reduced, and the flexible inclinometer has a simpler internal design, meanwhile has higher pressure resistance, and is low in manufacturing cost, long in service life and easy to popularize.
