The invention provides an adjusting device and a flexible inclinometer, relates to the technical field of detection device positioning equipment, and is used for solving the problem that the accuracy of a monitoring result is influenced by torsion of an inclinometer in the prior art. The adjusting device comprises a positioning unit and a connecting unit. The positioning units are detachably connected with one another through the connecting units; the positioning unit comprises a second sleeve, an abutting assembly and a torsion assembly, and the second sleeve can abut against the inner wall of the inclinometer through the abutting assembly; the torsion assembly comprises a third sleeve rotationally connected with the second sleeve, a gear ring fixedly connected to the outer wall of the third sleeve, a gear meshed with the gear ring and a first motor driving the gear to rotate and fixedly connected to the second sleeve. The second sleeve is further fixedly provided with an angle detection module used for detecting rotation of the second sleeve.
