The invention relates to a cast-in-place reinforced concrete wall horizontal construction joint formwork erecting device and a construction method. The device comprises a wall body inner side formwork, a wall body outer side formwork and a square-strip-shaped formwork, wherein the wall body inner side formwork and the wall body outer side formwork are erected outside a reinforcement cage; the wall body outer side formwork exceeds the designed elevation of a lower floor; the square-strip-shaped formwork is erected in the reinforcement cage; the square-strip-shaped formwork is opposite to the wall body outer side formwork and is fixed to the inner side of the reinforcement cage; and the bottom face of the square-strip-shaped formwork is flush with the designed elevation of the floor. The device is simple in structure and easy to machine and manufacture; the opposite-pulling measure in conventional horizontal construction joint construction is omitted; the construction is faster; the turnover performance is good; meanwhile, a horizontal construction joint comprises a corner design; and the waterproof effect is achieved.
