The novel energy-saving and environment-friendly construction fence structurally comprises connectors, clamping grooves, supporting plates and baffles, wherein the inner sides of the connectors are fixed to the outer sides of the supporting plates; the inner sides of the clamping grooves are fixedly connected to the outer sides of the supporting plates; the outer sides of the supporting plates are welded to the inner sides of the baffles; and after the fence is erected, connecting plates between the fence are inserted into the clamping grooves to be spliced, bolts are fixed into the connectors and clamped into rust removal grooves to be fixed, when the bolts rust, the surfaces of the bolts are covered with rust to form expansion, push blocks are pushed, the push blocks push rods, the push rods extrude push columns, the push columns extrude air in sealing rings, rust removal liquid flows out of liquid outlets and is sprayed to the bolts for rust removal, and the situation that the bolts and the connectors rust, consequently, the bolts are clamped in the connectors, and the fence cannot be detached is prevented.
