The invention discloses a rotary drilling rig operation platform for an upper-soft lower-hard stratum and a construction method thereof. The rotary drilling rig operation platform comprises a rotary drilling operation platform, and the rotary drilling operation platform is a double-raft system operation platform; the double-raft system operation platform comprises a first prefabricated platform and a second prefabricated platform which are parallel to each other and arranged in a spaced mode, a spacing area between the first prefabricated platform and the second prefabricated platform is of a closed box type structure, and a rotary drilling machine crawler belt area is arranged on the surface of a box top in the length direction; and a slurry circulating system can be formed between the prefabricating platform and the target rotary drilling operation area. Therefore, in the low-base stress area, cross beam connecting assemblies are arranged at the two transverse ends correspondingly, so that a closed target rotary drilling operation area is defined; the connection mode between the cross beam connecting assemblies and the prefabricated platform is a detachable connection mode; and the prefabricating platform has the force characteristic, meanwhile, the civilized construction requirement is met, and in addition, the rotary drilling rig operation platform has good universality.
