The invention relates to a rotary drilling hole-forming method for an upper-soft and lower-hard stratum, which comprises the following steps: S1, drilling a plurality of reinforcing pile holes in a loose soil layer in the upper-soft and lower-hard stratum, pouring reinforcing slurry into the reinforcing pile holes by adopting a jet grouting pile machine, and obtaining reinforcing piles after the reinforcing slurry is solidified; s2, a plurality of rotary drilling holes are drilled in the pre-pile-forming position of the reinforced loose soil layer through a cutting tooth cylinder drill of a rotary drilling rig, and when drilling is conducted on the position of an original enclosure structure body in the upper-soft lower-hard stratum, the original enclosure structure body is cut off and continues to be drilled downwards; it is ensured that an original enclosure structure body in the rotary digging hole is completely cut off, and the rotary digging hole bottom is stable; and S3, the cut-off original enclosure structure body is taken out of the rotary digging hole, and then pile forming operation is completed. After the loose soil layer is reinforced through the reinforcing pile, the construction surface is more stable, so that the steel casing used in the rotary drilling process can be shortened, the position of a drilling machine for drilling the rotary drilling hole can be more stable, and the precision of the drilled rotary drilling hole is higher.
