The material comprises main raw materials and additives, wherein the main raw materials comprise undisturbed phosphogypsum and semi-hydrated phosphogypsum; the additives comprise a water reducing agent and a retarder. The method has the characteristics of high phosphogypsum utilization rate, excellent material performance, simple process and low cost.
