The invention discloses a high-speed railway ballast track capacitor or electrical sleeper one-time laying method, which comprises the following steps: compiling a loading sequence table according to the designed mileage position of a capacitor or electrical sleeper, loading a common sleeper and the capacitor or electrical sleeper according to the loading sequence table, transporting to a site, and laying according to the sequence. The capacitor and the electric sleeper are laid in place at a time through a single-sleeper continuous method technology, the transition procedure of laying a common sleeper is omitted, manual later replacement is not needed, and therefore a large amount of labor cost and the purchase cost of common sleeper materials are saved, and a large amount of operation time is also saved. 800-1000 yuan can be saved by each capacitance sleeper on average.
